Shaoxing Rail Transit fined 1.15m yuan for the '9.13' accident
Authorities in Zhejiang province announced an administrative penalty of 1.15 million yuan ($168,540) for Shaoxing Rail Transit over an accident that caused three deaths and one injury on Sep 13, 2025.
The penalty was disclosed on Apr 23 in the administrative punishment disclosure column of the Zhejiang provincial government. Shaoxing's emergency management bureau issued the fine against Shaoxing Rail Transit Group according to the law. Given the serious social impact of the incident, authorities applied aggravated punishment rules under Zhejiang's discretionary guidelines, placing the fine at the higher end of the applicable range.
The accident happened on Sep 13, 2025, at 11:25 pm, when a train returning for maintenance on Metro Line 2 struck four cleaning workers in the downbound tunnel section between Tandu and Doujiang stations. The collision caused three deaths and one serious injury.
An official investigation report, released in December 2025, classified the incident as a production safety accident. The report found that the company had inadequate safety risk identification and management. The direct cause was identified as the four cleaners straying off their designated route and entering the active mainline track without authorization.
The public disclosure of the penalty marks a formal close to the regulatory accountability process, though broader safety reform efforts in the sector are expected to continue.
