To save the time and energy of foreign investors and foreign-invested enterprises, and to protect their legal rights, the Yunnan Provincial Government set up this center in 1997 in its Supervision Bureau. Foreign investors can lodge complaints with the center if they think that any official has committed acts contrary to China's laws, regulations, policies or government orders, or infringing upon their legal rights.

The center is responsible for hearing foreign investors' complaints, solving their problems and even making judgments if the client so requests.

Foreign investors can make complaints in person, or by letter, phone or fax. They also have the right to receive satisfactory answers.
