The document, the Communist Party of China (CPC) Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-15), was adopted at the Fifth Plenum of the 17th CPC Central Committee.

China will enhance the enforcement of labor laws, improve the mechanism for resolving labor disputes, improve working conditions and ensure workers' rights, it said.

Roles of the government, labor unions and enterprises shall be brought to full play to build a mechanism where workers and enterprises share common interests, it added.
