Print PrintShandong has a plan to develop modern, people-centered cities with a focus on innovation, livability, beauty, resilience, culture, and smart technology, as stated in an initiative released on Jan 21.
The plan prioritizes three key upgrades. Shandong aims to boost urban character and sustainability with stricter energy efficiency standards of buildings and a large-scale development of ultra-low and near-zero-carbon buildings.
Shandong also seeks to improve public services through digitalization. All 16 cities in the province rank among China's top 100 digital cities. Initiatives like the "hand-in-and online alliance" between Jinan and Qingdao allow for cross-city handling of administrative services, improving convenience.
Additionally, great emphasis is placed on preserving historical heritage. With over 2,200 historical buildings, the province invests more than 1 billion yuan ($143.62 million) annually in restoration, following a principle of "repairing the old to look old". An example is Qingdao's revitalized Sifang road historical block, which has been transformed into a new cultural and tourism landmark.
